I agree that the dirt is more of a challenge than the rubber- can you primarily use rocks and gravel that won't wash away as easily as dirt? Looks like that Pond Guy adhesive would be good for those materials. aA big tank of spray adhesive would probably work best for the dirt since you can coat large areas quickly, and build up layers, but I would test that it holds up when submerged in water. (Also, it most likely leeches some nasty chemicals into the water)

Spray adhesive, Lots! What exactly are you trying to accomplish here? Will there be water or is this something actors walk through?..

First step is to go to thistothat.com, when adhering different materials. IT usually has recommendations that work for me. Though I think the issue is going to be your dirt, as opposed to the rubber.
