Custom cut fire retardant paper confetti

What I'm looking for:

Looking for somewhere that will custom cut flame retardant paper into 2x3 inch pieces from a large roll, in a very large quantity for a paper drop.

Does anyone know where I could get a very large quantity cut from a roll of white flame retardant paper?  Or does someone have equipment and would be up for the task?   They don't necessarily need to be local, but we do need the first round of paper by October 3rd!  The show will run October-January.  Our budget was about $600 setup and then $300/week for the run, but can be flexible.

Any leads let me know ASAP!

Where I looked:

I am in touch with Artistry in Motion but their paper is not flame retardant (and to get it treated would be crazy expensive, got a quote for like $20k not including material) and the tissue confetti that is FR is not our ideal as we're hoping to reuse and have it look like paper you would write on.  I've been calling around to printing and die cut companies, set shop, etc and no one seems to be able to do it, and I can't find flame retardant paper in non-roll form for the one company I found that would custom cut on my own paper, from a ream only.
